How Filipinos get a job in Dubai legally

To work in Dubai from the Philippines, you need a UAE employer to sponsor your work visa and you need Philippine government clearance to leave as an Overseas Filipino Worker (OFW). The UAE side is handled by your employer; the Philippine side is handled by the Department of Migrant Workers (DMW), which replaced the POEA in 2022. Skipping either side leaves you without legal status or without OFW protections.

This page is about employment. If you are visiting as a tourist or seeing family, read our guide to the UAE visa for Filipino citizens instead. Rules are as of September 2026; confirm current requirements with the DMW and your employer.

  1. 1

    Get a real job offer

Apply through a DMW-licensed recruitment agency or directly to a UAE employer. You should receive a written offer showing your job title, salary and benefits.

  2. 2

    Contract processing with the DMW

Your employment contract is verified through the Migrant Workers Office and processed by the Department of Migrant Workers. Most first-time workers are hired through a licensed agency; direct hiring is restricted and needs DMW approval or an exemption.

  3. 3

Employer applies for your UAE work permit

The UAE company obtains the work permit through the Ministry of Human Resources and Emiratisation (MOHRE) and then an entry permit, which is emailed to you.

  4. 4

    Pre-departure requirements

Complete the pre-departure orientation and medical checks required by the DMW and your agency, then get your exit clearance (the OFW Pass, which replaced the OEC).

  5. 5

Arrive and complete residency in the UAE

Your employer arranges the UAE medical fitness test, Emirates ID biometrics and residence visa stamping or e-visa. Keep your passport in your own possession.

What the UAE employer handles

Domestic workers

Household workers such as nannies and housemaids are hired under a separate UAE domestic worker system and have specific Philippine protections. Use only a DMW-licensed agency and check the contract terms with the Migrant Workers Office.

Why job hunting on a tourist visa is risky

  • A UAE tourist visa does not permit work. Working without a permit can lead to fines, deportation and a ban.
  • Philippine immigration officers screen departing tourists for signs of undocumented labour migration and may stop you from boarding.
  • If you find a job after arriving, you still need a proper work permit and Philippine OFW registration to get OFW protections.
  • If your visit visa runs out while you search, the UAE overstay fine is AED 50 per day as of September 2026 (see UAE overstay fines).
  • Recruiters who tell you to travel as a tourist and "convert later" are a common warning sign of illegal recruitment.

Before you pay anyone

  • Verify the agency's licence on dmw.gov.ph.
  • Get the job offer and contract in writing, with salary in AED.
  • Never hand over your passport as a deposit.
  • Keep copies of every document and receipt.

Once you are in Dubai

The Migrant Workers Office (MWO) in Dubai, the former POLO, verifies contracts and helps Filipino workers with welfare and labour concerns. Keep your employer's details, your contract and your Emirates ID number to hand. UAE travel advisories in 2026 have been raised by several governments because of regional security risks, so register with the Philippine Consulate General in Dubai and keep emergency contacts updated.
