Drive 1.5hrs to RAK. Morning: Jebel Jais mountain drive (free) — UAE's highest peak at 1,934m, dramatic Hajar Mountain views. World's longest zipline AED 700+ (book ahead). Afternoon: Dhayah Fort (free, 30min hike, panoramic views). Stay overnight in RAK — hotels from AED 250/night.
Drive 1.5hrs through Hajar Mountains to Fujairah on the Indian Ocean coast. Snoopy Island snorkelling (AED 40 boat trip, excellent reef). Fujairah Fort (free, 16th century). Sandy beach afternoon. Al Bidya Mosque (oldest mosque in UAE, free). Overnight in Fujairah — beach resorts from AED 300/night.
Drive back through mountains (1.5hrs to Dubai). Stop at Hatta Mountain Village (Heritage Village AED 5, dam kayaking AED 60). Return to Dubai. JBR Beach afternoon (free). Evening shopping at Dubai Mall or souvenir shopping in Meena Bazaar. Return rental car. Depart.

Renting a car is by far the best option — roads are excellent, well-signposted, and free (except Salik toll gates in Dubai, AED 4-6 each). Bus connections exist between Dubai and Abu Dhabi (AED 25, 2hrs), but for RAK and Fujairah you really need a car.
Yes — a rental car is essential from Day 3 onwards. Dubai has excellent Metro and taxis for Days 1-2. Pick up a rental car at Dubai airport when you arrive, or from any rental office in Downtown after Day 2. Economy cars from AED 80/day.
